Waffle House, a 24-hour Southern diner chain concentrated in the hurricane-prone Gulf and Atlantic coasts, faced that exact problem repeatedly given its footprint.
After Hurricane Hugo hit in 1989, Waffle House found its existing approach to closing and reopening stores was too ad hoc — every location improvised its own response, with no shared plan for what could realistically be served or how fast a store could safely reopen once power and supply lines were compromised.

The playbook's reliability became visible enough that FEMA informally began reading Waffle House's own open/limited-menu/closed status as a real-time severity indicator for storm damage, a practice later nicknamed the 'Waffle House Index.' During Hurricane Katrina in 2005, the chain's largest disaster response to date, only 107 of its restaurants along the I-10 corridor from Florida to Louisiana had to close, with the rest of the chain's Gulf Coast footprint continuing to operate on storm-menu protocols.

The mechanism requires accurately anticipating, in advance, the specific infrastructure failure modes that will actually occur — a disaster producing a genuinely novel failure mode outside anything the playbook anticipated leaves stores back to improvising, since a pre-planned response only covers the scenarios it was actually planned for. And it depends on the reduced offering genuinely being accepted as a legitimate operation rather than a disappointing version of the real thing — a business whose value depends entirely on a full-featured offering might have no equivalent good-enough degraded mode to fall back on.

Waffle House's storm playbook is now cited across disaster-management and operations literature, alongside the informal FEMA index it produced, as a model for pre-planned degraded-mode operations — a fixed, rehearsed answer to 'what can we still do with a fraction of our normal capacity' prepared before the disaster hits rather than improvised during it.
