Fossey's 1967 ISO tank let bulk liquids ride the standard container network.
Fossey set a bulk-liquid tank in a standard 20-foot container frame, so the same box moves liquids by ship, rail and truck with no separate fleet.

the move
Before the tank container, bulk liquids moved in drums, barrels and purpose-built road tanks that could not stack or transfer ship-to-rail. Each mode needed its own equipment and each journey wasted the container.
In 1964 Bob Fossey, an engineer at Williams Fairclough in London, built a swap-body tank that could ride a truck or train; by 1966 the tank went into commercial production and a year later the first ISO-standard version appeared.
The trick was the frame: a cylindrical stainless tank set inside a standard corner-fitted container frame, so it could be stacked and craned like any box yet hold 17,500 to 26,000 litres of liquid and be reused for safety-standard transport.
Because the box is standard, the same equipment carries chemicals, gases and temperature-controlled goods; by 2022 the world ISO tank fleet had grown to about 736,935 units.

- A tank returns and is cleaned, so it replaces single-use drums
- One frame served road, rail and sea, so the tank only had to hold the cargo

The valuable asset is not the cargo holder but the standard it fits: wrap your product in the network's agreed interface and it inherits every route, crane and slot already built for it.

The ISO tank became the standard way to move hazardous and non-hazardous bulk liquids; by 2022 the global fleet reached about 736,935 units, up 7.3% year on year, and variants such as reefer, baffle, gas, silo and lined tanks stretched the concept to any bulk fluid.
