The solution
A normal bank earns mainly by gathering deposits and lending. Seven Bank's twist was to build around convenience-store ATMs: customers could use other banks' cards at 7-Eleven locations, while the partner bank paid Seven Bank an acceptance fee for each transaction.
Gold Online explains the core mechanism: the ATM usage fee paid by the customer belongs to the partner bank, but Seven Bank receives a per-transaction acceptance fee from that bank. It therefore earns even when a customer's visible ATM fee is zero.
Logmi's transcript of Seven Bank's 2021 results shows how deliberately the model was managed. The company described ATM acceptance fees as separate from customer fees, then changed the fee framework so partner banks could use Seven Bank ATMs as customer touchpoints without simply bearing rising transaction costs.
What it achieved
Be the ATM other banks rent
Why it worked
7-Eleven stores supplied trusted, high-frequency locations without building bank branches.
Partner banks got broader cash access without installing and maintaining every machine themselves.
Per-transaction fees made usage, not loan spread, the economic driver.
The model turned a small piece of store floor into financial infrastructure.
What can be applied
If a company controls a high-frequency physical network, it can sometimes sell access to incumbents instead of competing with their full business model.
Aftermath
Seven Bank grew for two decades around the ATM platform, then had to adapt as cashless payments rose. Its later fee redesign and campaigns show both the strength and fragility of a model built on transaction volume.
