India put credit cards on UPI, turning every merchant QR into a card-acceptance point
RBI let RuPay credit cards ride the UPI rail: users pay by QR or UPI ID, and small merchants accept credit without any new terminal.

The solution
By mid-2022 UPI had over 26 crore unique users and 5 crore merchants, making it India's most inclusive payment mode. Credit cards lived in a separate world of swipe terminals concentrated in cities — a card could not be used where most Indians pay.
On 8 June 2022, the RBI's monetary policy committee announced that credit cards, beginning with RuPay cards, could be linked to UPI. In September 2022, at the Global Fintech Fest, RBI Governor Shaktikanta Das launched RuPay Credit Card on UPI, with customers of Punjab National Bank, Union Bank of India and Indian Bank first to use it through the BHIM app.
The card is linked to a Virtual Payment Address (UPI ID), so the user pays through the familiar UPI flow and the merchant accepts via an existing QR code — no card terminal, no extra hardware. An NPCI circular set zero merchant charges on RuPay-credit UPI transactions up to ₹2,000, in line with the RBI direction.
Merchants joined the credit ecosystem simply by being part of the QR network, and customers gained the convenience of paying with credit anywhere UPI works — the credit ecosystem finally had QR-scale acceptance.
Why it worked
- It reused UPI's 5-crore-merchant acceptance network instead of building card terminals.
- QR acceptance let small shops take credit-card payments for the first time.
- Linking the card to a VPA kept the familiar UPI flow, so users learned nothing new.
- Zero merchant charges on small transactions protected shopkeepers while usage scaled.
What can be applied
When a product lacks acceptance points, don't build new infrastructure — ride the rail millions already use: putting credit on UPI gave cards India's largest merchant network overnight.
Aftermath
Major banks such as HDFC and Kotak and apps including Google Pay enabled RuPay-credit-on-UPI through 2023, and the model became a growth channel for India's card networks, bringing credit limits to QR payments nationwide.
