Romania turned bottle returns into a national dance to beat recycling apathy

In December 2023 Romania launched its Deposit-Return System, a government-mandated scheme that added a deposit to bottles and cans. Decades of mismanaged state campaigns had left citizens deeply skeptical, and many saw the new system as another broken promise.

RetuRO, the not-for-profit system operator, and Leo Burnett chose not to sell compliance. They launched 'Hora Reciclării' — The Recycling Dance — reframing bottle returns as a collective circle dance rooted in Romanian tradition, a symbol of the whole country moving together.

A manifesto TVC, practical content that answered real barriers, an appearance in Romania's most-watched comedy series, and school and retailer mobilization built one consistent cultural platform. The system became something people joined with pride rather than something imposed on them.

The campaign replaced guilt with celebration, turning a daily chore into proof of belonging.
