POSCO's FINEX made steel from raw fine ore and coal, skipping coke ovens and sinter plants

the move

Steel's classic route is a blast furnace fed by two expensive prep plants: sintering turns fine ore into lumps, coking bakes coal into coke. POSCO's FINEX process instead charges fine ore and soft coal directly into a fluidized bed, where reduction happens without agglomeration — deleting the sinter plant and coke oven entirely.

Per the Korean Economic Daily's dictionary entry, eliminating those plants cut investment and costs, improved economics by about 35% and produced almost no pollutants. POSCO completed the world's first commercial FINEX facility (1.5 million tonnes a year) in May 2007, after a pilot since 1995, and a third, 2-million-tonne plant in 2014.

FINEX worked but had limits: its modules were smaller than giant blast furnaces, so scale economies lagged, and its coal-based route still emitted carbon. As ESG pressure grew and steel demand softened, POSCO decided in 2025 to close the second FINEX plant and pour resources into HyREX, a hydrogen-reduction process built on FINEX's fluidized-bed technology.

POSCO ran FINEX commercially for nearly two decades, then announced in 2025 it would close the 19-year-old second plant as a survival move amid a steel downturn and safety issues, focusing on HyREX hydrogen reduction with a demo plant targeted by 2027 — acknowledging FINEX as a transitional technology while keeping its core innovation.
