The solution
In late September 2024, China rolled out its biggest stimulus package in years — rate cuts, reserve-requirement relief, property support — and the Shanghai market surged. PBOC Governor Pan Gongsheng announced two tools aimed squarely at the stock market; by mid-October the initial rally was fading and the regulator needed to show the support was real. On October 10, the first of the two went live: the Securities, Funds and Insurance Companies Swap Facility.
SFISF works like a central-bank repo with an equity tilt. Securities firms, mutual fund companies and insurers pledge bonds, stock ETFs, or shares in CSI 300 index constituents; they receive government bonds and central bank bills — the most fundable collateral in the market — which can then be used to raise money for further stock purchases. The first tranche was sized at 500 billion yuan (about $70 billion), with more available if used.
Twenty securities and fund companies took part in the bidding for the first operation, worth 50 billion yuan, conducted on October 21, 2024. Analysts were quick to note the ancestry: the facility mirrors the Federal Reserve's Term Securities Lending Facility of 2008, which lent Treasuries against illiquid collateral. The difference is intent — the Fed was thawing a frozen market, while the PBOC was giving rally-supporting institutions funding capacity they could not otherwise get.
What it achieved
Lend central-bank quality against stock collateral
Why it worked
It respects the charter: the PBOC never buys equities, it lends against them, so the legal line stays intact.
Usage is voluntary and demand-driven — the facility only costs the central bank anything when institutions actually draw on it.
Treasuries-for-stocks swaps upgrade the collateral without injecting base money, so it is stimulus-flavored without being QE.
Linking eligibility to CSI 300 constituents steers the funded buying toward the index, amplifying the signal of support.
What can be applied
When the law forbids buying an asset, change its liquidity instead: make premium collateral available against it and private balance sheets do the buying. Proven crisis tools transplant cleanly.
Aftermath
A second operation with a one-year swap term was announced on December 31, 2024, and the facility has since run as a standing tool. Analysts kept the caveat throughout: swap capacity stabilizes funding, but sustained stock gains still depend on the economy and corporate earnings — the facility changes who can buy, not why they should.
