Palau's reefs were being damaged by the everyday habits of a tourism economy built to welcome as many visitors as possible: reef-toxic sunscreen, souvenir coral, careless anchoring, litter. Beach and dive-shop signage had been the standard response for years — easy to walk past on the way to the water, and impossible to make a legal requirement of anyone.

Palau had no mechanism to make responsible behavior a condition of entry, only a request. Every visitor already had to pass through immigration to enter the country at all — a mandatory checkpoint no tourist could skip, unlike a sign at a beach they might never walk past.

Instead of more warning signs at the water's edge, Palau wrote the pledge into its immigration law: every visitor signs a personalized promise to act environmentally and culturally responsibly, and an immigration officer stamps it into their passport before they can clear customs. Breaking it carries fines of up to $1 million.

Wrote the pledge into immigration law, so every visitor signs and gets it stamped in their passport before entry, making it an unavoidable legal condition.

Immigration is a mandatory checkpoint every tourist must pass, unlike a beach sign.

The personalized, stamped pledge feels individually binding, increasing commitment.

The pledge primes behavior before reaching the reef, preventing damage rather than interrupting it.

Legal enforcement with fines up to $1 million gives the pledge teeth.

Embed a binding commitment into a mandatory step people can't skip, rather than relying on voluntary signage.

A 2018 Havas survey found 96% of visitors said the pledge made them consider their actions more closely, and 65% said they used its principles to remind others during their stay, per a 2020 academic case study that cites the Havas figures. Palau became the first country to make an environmental pledge a legal condition of entry.
