LTE beat WiMAX for 4G by upgrading the world's phone towers, not building new ones.

WiMAX (Intel-backed, first) was greenfield; LTE (3GPP) was an upgrade of the GSM/UMTS operator base, so the ecosystem carried it to the win.

the move

As 3G matured, two very different answers to 'what comes next' appeared. WiMAX, built on IEEE 802.16 and pushed by the WiMAX Forum and Intel, offered wireless broadband as a lower-cost substitute for cable and DSL, and was first to ship in fixed (2001) and mobile (802.16e-2005) form.

LTE came from 3GPP, the standards body behind GSM and UMTS. NTT Docomo proposed it in 2004, formal study began in 2005, and in May 2007 vendors and operators formed the LSTI alliance to test and promote it as a single global standard ready for rapid introduction.

The decisive design choice was that LTE was not a replacement for the operator's network but an upgrade of it: a simpler IP-based Evolved Packet Core, a lower cost per bit, handover to GSM, UMTS and CDMA2000, and a clean upgrade path from existing licences and towers.

Because LTE reused the mobile operators' installed base and spectrum rather than demanding a separate wireless network, the cellular industry migrated to it. WiMAX's IEEE 802.16m was later only a 4G candidate in competition with LTE Advanced, and WiMAX 2+ eventually became interoperable with TD-LTE.

In a standards race, don't just offer better specs — make the incumbent's next step be your standard. Whoever reuses the installed base gets the operators, and the operators bring the market.

what came after

LTE became the dominant 4G technology and the base for later 4G and 5G (5G NR) work in 3GPP. WiMAX did not disappear: fixed WiMAX remained useful for remote access and as backhaul, and the WiMAX Forum kept later releases, but it did not win the mobile-broadband era, which is why '4G' worldwide means LTE.
