Household liquids create a packaging trap: the container must be sturdy enough for shelves and bathrooms, but most of the repeat purchase is only the liquid inside. Kao's answer, starting in 1991, was to make refills the default repeat format rather than a niche green option.

The Japan Times reported that Kao's soft refill pouches use one-sixth as much plastic as bottles, that about 84% of Kao products in containers used refill pouches in 2019, and that the shift reduced plastic use by 74% compared with making only bottles.

Japan's Consumer Affairs Agency used Kao as a public example of plastic-waste reduction, noting that refills and replacements used about one-sixth of the plastic of a conventional detergent bottle.

Kao then attacked the refill pack's next weakness: the pouch itself became waste. J4CE says Kao developed technology to recycle refill packs into refill packs, worked with Lion and retailers, and launched the first film-to-film recycling product in May 2023.

Sell durability once and liquid thereafter

The bottle became durable infrastructure while the cheap pouch handled the recurring volume.

The pouch saved material without forcing consumers to give up familiar brands or liquids.

Ease-of-pour and holder designs solved the practical mess that often kills refill behavior.

Working with rivals and retailers made collection and recycling a system problem, not only a package design problem.

A sustainability move scales when it improves the repeat transaction, not when it asks every customer to perform a sacrifice each time.

The refill habit became part of Japan's daily-goods market rather than a special environmental lane. Kao's later film-to-film recycling push extended the same logic: if a refill pouch becomes the default package, its end-of-use loop has to be designed too.
