Jharkhand had expanded access to electricity, but reliable 24x7 service and utility finances still depended on better transmission, distribution and commercial operations. The 2018 World Bank-backed project treated the grid as both an engineering and revenue system.

The smart move was not just installing meters. PIB described two-way smart meters backed by IT infrastructure, plus systems for automated substations, network analysis and planning. JBVNL's project page lists metering data acquisition, meter reading, billing, collections, GIS, MIS, energy audit and customer care as the operational package.

World Bank's 2025 results brief said the Jharkhand Power System Improvement Project improved consumer services for nearly 5 million users through metering, billing and collection systems. It also supported more than 2,000 km of transmission lines and 25 132/33 kV grid substations.

Live Hindustan reported that by November 2025, 347,000 of a 376,000-meter target had been installed, covering 92% of homes. It also reported billing efficiency rising from 68% to 77% and collection efficiency from 64% to 86%.

Meter the business before optimizing it

Two-way smart meters turn monthly billing into operational telemetry.

Feeder and transformer meters make losses locational instead of abstract.

Billing and collection systems connect engineering fixes to cash recovery.

Customer data supports demand response and peak-load management.

A utility turnaround needs an information layer: without metering and billing data, technical upgrades cannot become commercial discipline.

The project began with a US$310 million IBRD loan agreement in 2018; World Bank's later brief lists US$251.05 million in revised IBRD financing after partial cancellation. By 2025, the Bank described consumer-service gains for nearly 5 million users, while local reporting said smart meters and the digital revenue management system were nearing completion.
