Italy's 5G auction raised €6.5bn — 2.6× target — on scarce mid-band and a new entrant

AGCOM's design — scarce 3.7GHz lots, spectrum caps, and reserved 700MHz for new entrants — drove 14 days of bidding to €6.55bn.

The solution

Italy was one of the first European countries to auction 5G spectrum, and the government set a €2.5bn revenue expectation in its budget law. AGCOM's rules capped how much any operator could hold in the prized 3.7 GHz band and reserved some 700 MHz for new entrants.

After 14 days of bidding, the total reached €6,550,422,258 — more than double the floor. The 3.7 GHz band alone fetched €4.35bn: TIM paid €1.69bn for 80 MHz, Vodafone €1.68bn for 80 MHz, Wind Tre and Iliad €483.9m each for 20 MHz.

The 700 MHz band raised €2.04bn (Iliad winning the new-entrant lot for €676.5m) and 26 GHz raised €163.7m. At $0.42 per MHz per person, Italian mid-band prices were well above the UK's $0.17 and Spain's $0.06 earlier that year.

Aftermath

The record haul went to the state, but unions and analysts warned the bills could slow 5G deployment. Prices that far above peers were later used by operators to argue for sharing obligations and lower renewal fees.
