In Canada a 13% Harmonized Sales Tax is charged on every sale, including second-hand items that have already been taxed. During the 2023 affordability crisis, more Canadians turned to used goods, making this double tax on sustainable choices feel punishing.
IKEA Canada named the problem SHT and answered it with a counter tax: SHT is negative 13%, so on its As-is second-hand marketplace customers paid 0% tax. The campaign launched for Earth Month with open letters in major Canadian newspapers and a change.org petition.
The brand then lobbied government and business figures to end the double tax nationally, convening more than 100 leaders from business, government and civil society.
The device worked because IKEA did not merely say the tax was unfair; it absorbed the tax itself on its own stock, so customers experienced the fix directly.

The campaign drew more than 35,000 petition signatures, over 300 pieces of coverage and 80 million impressions, with 81% purchase intent and an 11% rise in sustainability perceptions. IKEA became the first consumer brand in Canada to propose a tax change and met provincial ministers and the Prime Minister on ending the double tax.
