Germany's DoSV matched students to restricted courses and ended blocked seats
Since 2012/13, ~50+ universities share one portal; up to 12 applications per student are matched dynamically, cutting multiple-acceptance waste.

The solution
German students applied separately to each university, and many applied to several; students who got multiple offers held them while deciding, so restricted courses lost weeks and seats went unfilled.
Since winter 2012/13 the Stiftung für Hochschulzulassung has run the Dialogorientierte Serviceverfahren (DoSV) at hochschulstart.de: applicants list up to twelve programs, universities decide, and the portal continuously matches, letting admitted students accept one offer while freed places are re-offered in later rounds.
In the first year 47 universities with 176 programs took part; about 75,000 applicants filed roughly 165,000 applications and over 27,000 admissions were issued by late August. A year later 62 universities and 289 programs handled about 114,000 applicants — and the platform made the whole process visible in real time.

- One accepted offer per student ends phantom demand from duplicate holds
- Dynamic re-offering keeps freed seats filled instead of blocked

- Real-time status gives applicants information they never had before
What can be applied
When applicants hold many offers at once, phantom demand blocks seats; a clearinghouse that caps one accepted offer per person and re-offers freed places removes waste without dictating preferences.
Aftermath
DoSV expanded steadily and became the standard channel for admission-restricted bachelor's programs in Germany, with hundreds of thousands of applications processed each cycle. It also provided the data and infrastructure later used for the nationwide admission procedure for medicine and related courses.
