FCC reverse auction cut rural broadband subsidy need from $16bn to $9.2bn

Providers bid down the subsidy they would accept per area; the FCC funded 5.2 million homes for $9.2bn of the $16bn it had set aside.

the move

The FCC's Rural Digital Opportunity Fund Phase I auction allocated $9.2bn over ten years to bring broadband to 5.2 million unserved homes and businesses in 49 states, almost 99% of the locations offered in the auction.

The auction used a multi-round, descending-clock format: in each round, providers committed to serve an area at a given speed and latency for the current support amount, and the amount dropped as competition continued. Bids for higher speeds and lower latency were prioritised.

The result: the 5,220,833 assigned locations had an initial reserve price of over $26bn, but competitive bidding cut the final cost to just over $9bn. The unspent $6.8bn rolled into Phase II, and 180 winners included cable operators, electric cooperatives, satellite and fixed-wireless providers.

Phase II inherited up to $11.2bn for partially served areas. Some winning bids later faced scrutiny over deployment credibility, but the Phase I format became the FCC's template for spending universal-service money at market prices.
