the move
The C-band was prime mid-band 5G spectrum, but it was held by satellite operators who used it and had no reason to leave quickly, while mobile carriers wanted it urgently.
The standard approach would have been years of negotiation and relocation. The FCC instead ran a forward auction (Auction 107) for the spectrum and separately paid satellite incumbents accelerated relocation incentives to vacate it faster.
Bidding ended in January 2021 with gross proceeds above $80.9bn across 5,684 blocks, shattering the prior US auction record of $44.9bn. Satellite operators including Intelsat, SES, Eutelsat, Telesat and Star One shared roughly $9.7bn in relocation incentives.
why it works
- An auction sets the price by demand, so the state captures the spectrum's true value rather than guessing
- Paying incumbents to clear early converts a scheduling conflict into a price, so speed is bought instead of fought
- The incentive aligned the incumbents' private gain with the public goal of faster 5G deployment

To move a scarce resource into new uses, don't wait or mandate: auction the new use and buy out the incumbents with a payment that makes speed worth more than delay.

Carriers paid out heavily (Verizon alone reported about $45.5bn for its C-band licenses plus associated relocation costs), and the auction proceeds helped fund a fast 5G build-out. The sale set the US record for spectrum auctions and became a reference design; satellite operators booked large incentive payments, and a smaller C-band clearing followed in the mid-2020s.
