The solution
By the early 1990s the grocery industry ran on guesswork: retailers forward-bought on promotions, each distributor and supplier forecasted separately, and inventory sat in the pipeline while stockouts still happened. Warehouse clubs and Wal-Mart's cost advantage made the fat visible.
The term 'efficient consumer response' came from a January 1993 study by Kurt Salmon Associates for the Food Marketing Institute. It defined ECR as retailers, wholesalers and suppliers linked electronically — scanning, EDI and continuous replenishment — working as business allies to maximize consumer satisfaction and minimize cost.
The report quantified the prize: ECR could reduce dry-grocery inventories by 41% and cut total distribution costs by about $30 billion. Wal-Mart-style cross-docking and scanner-driven replenishment became the model, and ECR spread across the industry.
