Beijing's official air quality reporting in the mid-2000s measured only larger particulates (PM10), while the finer, more dangerous PM2.5 particles that actually drove the city's worst smog days went entirely unmeasured and unreported — so on days residents could barely see across the street, the official reading could still register as merely 'moderate.' There was no independent Chinese source to check that gap against, and no diplomatic or scientific channel positioned to publish one without it becoming a direct challenge to the Chinese government's own data.

The US Embassy's actual problem was narrower and less political: its own staff and families needed to know, day to day, whether outdoor air was safe enough to exercise or send children outside, and China's official readings weren't measuring the pollutant that mattered most for that decision. Installing a monitor to answer that internal question was a routine embassy operations decision — publishing what it found was the part nobody had done before.

An automated, hourly, unannounced reading reads as measurement, not accusation — there was no press conference, no report, no claim, just a number appearing on a public feed every hour whether anyone was watching or not. That framing made it far harder for Chinese officials to dismiss as foreign interference than an equivalent report or statement would have been, while still producing an unavoidable, continuously refreshed discrepancy against official figures that residents, and eventually the government itself, could see accumulate day after day.

where it breaks

It depends on the measuring party having a credible, non-political reason to instrument in the first place (embassy staff health, not activism) and a channel that broadcasts automatically rather than through statements someone has to approve — the moment it looks like a campaign rather than a byproduct of routine operations, it invites the same dismissal any external criticism gets. It also only works where an independent, technically credible instrument is deployable at all; in more closed environments the monitor itself might not be tolerated.
