By the early 1970s the US grocery industry recognized that machine-readable product codes scanned at checkout could dramatically cut labor costs, pricing errors and checkout time, but the technology faced a structural deadlock no individual company could break on its own: a retailer investing in expensive scanning equipment gained nothing unless a critical mass of the products on its shelves already carried a compatible code, while a manufacturer had no reason to print a code on its packaging unless enough retailers had already installed scanners capable of reading it.
Rather than leaving individual companies or trade associations to negotiate bilateral standards or wait for market forces to resolve the deadlock organically, the grocery industry formed the Ad Hoc Committee for a Uniform Grocery Product Identification Code, a neutral cross-industry body tasked specifically with selecting one single symbol format the entire industry would commit to simultaneously, removing any individual company's need to bet on a standard before the rest of the industry had chosen the same one.

On April 3, 1973, the committee selected the Universal Product Code symbol, based on IBM's submitted proposal designed largely by George Laurer, as the industry's single mandatory standard over competing formats from other vendors, converting what had been an unsolvable chicken-and-egg coordination problem into a synchronized industry-wide commitment nobody had to make alone. Early adoption still moved slowly, with industry economic projections of tens of millions of dollars in savings not materializing on the timeline forecast and some observers predicting the technology would fail entirely, but because the standard itself was fixed and universal rather than fragmented across competing formats, every incremental retailer and manufacturer that did adopt it strengthened the case for the next one to follow, rather than each adopter needing to gamble on which of several rival formats would eventually win. By the early 1980s adoption accelerated meaningfully, and by 1989 barcodes were used in more than half of all US grocery sales, eventually becoming close to universal across retail globally and expanding far beyond groceries into virtually every physical retail category, a transformation IBM's own official history and outlets including History.com credit directly to the 1973 committee decision that eliminated the standard-selection uncertainty blocking adoption.
why it works
The mechanism worked because it converted an individually irrational decision, invest in a specific format before knowing whether it will become the industry standard, into a collectively rational one, adopt the format everyone in the industry has already agreed to adopt. Removing the format-selection uncertainty didn't eliminate the practical cost and effort of adoption, which is why uptake was still gradual, but it eliminated the specific risk that had prevented adoption from beginning at all: the fear of investing in a standard nobody else would use.

This mechanism depends on having, or being able to construct, a genuinely neutral coordinating body every relevant industry participant trusts enough to accept its chosen standard over their own preferred alternative, which requires the committee's process to be seen as fair rather than favoring any single company's proprietary technology. It also does not guarantee fast adoption, only synchronized adoption; the barcode's own early years show that removing the standard-selection deadlock still leaves the underlying cost and operational effort of actually rolling out the new technology, which can take years even after coordination succeeds.
