Pakistan has one of the highest rates of child marriage in the world, and conventional advocacy — statistics campaigns, public awareness ads, NGO reports — had circulated for years without moving the specific lawmakers who could actually raise the legal minimum age. General public sentiment was not the bottleneck; a small number of individual legislators were.
Wedding invitations in Pakistan are hand-delivered and carry real social weight — recipients are expected to respond personally, not file them away. UN Women and Impact BBDO had almost no media budget, but they had access to children's drawings and a postal address for every relevant lawmaker's office.

Instead of a public statistics campaign, UN Women and Impact BBDO mailed personalized wedding invitation cards — illustrated by children aged 5 to 15 — directly to Pakistani lawmakers, each inviting them by name to a specific child's wedding. A legislator couldn't deflect an invitation to the public; they had to personally respond to it.

Lawmakers who received the cards held them up at Pakistan's National Assembly. On March 7, 2023 — about 14 months after the campaign reportedly launched — the Federal Shariat Court ruled 18 as the minimum legal marriage age; press coverage credits the campaign as a contributing factor, though none of the sources read for this case establish direct causation between the mailing and the court's decision.
