Country and place-branding campaigns routinely claim abstract virtues — openness, friendliness, honesty — through slogans, ad copy, and curated tourism-board imagery, all of which a skeptical audience has every reason to discount, since the entire apparatus is controlled and edited by the party making the claim. There is no way for an outsider to check whether 'Sweden is open' means anything, because nothing about a slogan is falsifiable.

To mark 250 years since Sweden abolished censorship — the world's first freedom-of-press legislation — the Swedish Tourist Association and agency INGO built a single national phone number and routed it to a pool of ordinary Swedish citizens who had volunteered to answer, unscripted and untrained, whatever a stranger anywhere in the world called to ask. No approval process, no talking points, no PR minder on the line — the campaign's entire content was whatever an accountant in Umeå or a student in Malmö happened to say to a stranger.

Rather than assert 'Sweden is open' through advertising, the campaign converted the claim into a live, testable mechanism anyone could dial and personally verify — a phone call is either genuinely unscripted or it isn't, and there was no way to fake that at the scale of tens of thousands of real, recorded conversations with different citizens.

The number received more than 170,000 calls from 186 countries during its roughly four-month run, generating over 9 billion media impressions and an estimated $146 million in earned media value against zero paid media spend, and the campaign won the Cannes Lions Direct Grand Prix along with a Titanium Lion and multiple Gold, Silver and Bronze Lions in 2016.
