By May 1942, Commander Joseph Rochefort's codebreaking unit at Station HYPO had partially broken Japan's naval code and could see repeated references to an upcoming operation against a target designated only as 'AF.' Rochefort was confident AF meant Midway Atoll, based on patterns in the intercepted traffic, but his superiors in Washington weren't persuaded by pattern analysis alone — and the decision at stake was not trivial: where to position the entire US Pacific carrier fleet against a Japanese armada that outnumbered it.

The standard options were both bad. Waiting for more intercepted traffic to build overwhelming statistical confidence risked running out of time before the Japanese fleet sailed. Acting on Rochefort's confident but essentially circumstantial inference risked deploying America's remaining carriers to the wrong location entirely, based on a codebreaker's judgment call that Washington had explicitly said wasn't convincing enough to bet on.

On Captain Wilfred Holmes's suggestion, Station HYPO had Midway itself transmit an uncoded radio message on May 20, 1942, falsely claiming its freshwater distillation plant had broken down and requesting emergency water supplies. Within roughly a day, Japanese naval intelligence intercepted the message and relayed it onward in their own coded traffic — which HYPO also intercepted — reporting that 'AF was short on water.'

why it works

The trick worked because Japanese intelligence had no reason to doubt an uncoded distress message from what looked like an American base going about routine logistics, so they reported the detail onward exactly as any real piece of intelligence would be — which meant the water-shortage detail, invented and entirely under HYPO's control, propagated through Japan's own communications and came back labeled with the one word Rochefort needed to see: AF. Because the fabricated detail was specific and arbitrary rather than something a Japanese analyst could guess independently, its exact reappearance in Japanese traffic was strong evidence of a real information chain from Midway's fake message to Japan's real one, not coincidence.

the payoff

The confirmation let Admiral Chester Nimitz commit his three available carriers to an ambush position northeast of Midway with confidence rather than a hedge, instead of splitting his forces or guessing wrong. The US Navy sank four Japanese fleet carriers at the Battle of Midway (June 3–7, 1942) for the loss of one of its own, a result now widely regarded as the turning point of the Pacific War.

The trick only works when the target being tested can be induced to relay the planted detail back through a channel the tester can also observe — if Japan had used Midway's transmission purely for internal confirmation without ever mentioning it in traffic HYPO could intercept, the test would have produced no answer either way. It also depends on the planted detail being specific and low-cost enough that faking it can't itself tip off the target or cause real harm, and it only resolves a narrow, already-well-formed hypothesis — it cannot generate the hypothesis to begin with, which still required Rochefort's traffic analysis to narrow the guess to Midway in the first place.
