Nearly 40% of the French population lives in a 'mobility desert' — an area public transport barely reaches — and unemployed people there face a trap: most job openings require a car to reach them, but a car requires an income they don't have yet. The obvious fixes — subsidize public transit, run job-training programs — don't solve the chicken-and-egg problem directly: someone can be fully trained and motivated and still unable to physically reach the job.
