Quebec built a warehouse to swallow a bad sap year with a good one
the problem
A maple harvest happens in one unpredictable few-week window a year, but a producer's costs run all year

Maple sap only flows during a short freeze-thaw window each spring, and the volume any given year produces can swing enormously depending on that season's exact temperature pattern — a warm winter can crush a harvest, a perfect one can flood the market. A producer whose entire annual income depends on that single, weather-determined window faces both the timing problem of every harvest business, income arriving once against costs running continuously, and a volatility problem stacked on top: a bumper year can crash the price low enough to barely cover collection costs, while a poor year leaves nothing to sell at all.
Individual producers holding syrup back themselves to wait out a glut year doesn't work at the scale of an entire province's harvest — no single farm has the storage capacity or market information to time a release that would actually move the province-wide price, and a producer sitting on unsold barrels still has bills due regardless.
what everyone would do
The standard fix for volatile harvest income was for each producer to hold back some of their own syrup in a good year and sell it later, which only works at farm scale if a producer has the storage and market timing to actually pick a good moment to sell — something no individual small producer realistically has.
what they saw
The federation saw no single farm's storage could smooth a province-wide swing — but a jointly owned reserve, fed by a mandatory slice of every crop, could pool the buffer instead.
the move
Since 2000, the Fédération des producteurs acéricoles du Québec has required its roughly 8,000 quota-holding producers to route a quarter of each year's crop into a jointly owned International Strategic Reserve; the Federation buys the whole crop from members up front at a set price, releases syrup from the reserve to smooth out lean years and holds back surplus in bumper ones, and pays producers again once reserve stock actually sells — insulating a farmer's income from the size of their own individual year's sap run.
why it works
Because the Federation buys the entire crop from every producer up front at a set price regardless of how big that producer's own harvest was that year, an individual farmer's income is decoupled from their own specific yield — it depends on the pooled, province-wide outcome instead, far less volatile than any one farm's number. Holding a mandatory share of every bumper year back in the reserve, rather than letting it all hit the market at once, is also what keeps a good year from crashing the price for everyone, including producers having a bad year at the same time.
the payoff
Thieves later stole roughly 3,000 tonnes — 77% of the reserve, worth nearly C$18.7 million — from one warehouse before anyone noticed.
where it breaks
It requires near-total participation and a legally enforceable quota, since any producer allowed to sell outside the pool at market price during a shortage would free-ride on the stability everyone else is paying to maintain. It also concentrates enormous value in a small number of physical locations, which is exactly what let thieves walk away with tens of millions of dollars' worth of syrup from a single warehouse before anyone noticed — pooling risk across producers doesn't eliminate risk, it just moves it somewhere new.
what came after
Dubbed 'the Great Canadian Maple Syrup Heist' after the theft made global news, the reserve's existence and scale became widely known specifically because of the robbery, but the underlying stabilization system it protects has kept operating and setting Quebec's maple syrup price ever since, controlling a majority of the world's maple syrup supply from a single coordinated pool.
