Karachi's biggest squatter city built 7,280 lanes of sewer itself; the NGO built nothing

Orangi, Karachi's largest informal settlement, held around a million people in 1980 with no sewers: excreta ran down open lane drains and waterborne disease was routine. Government sewerage schemes for such settlements existed on paper, but their designs — deep manholes, heavy pipe, conservative gradients, contracted construction — produced a per-household cost no resident could pay, so nothing was built. The official assumption was that the state would eventually deliver trunk infrastructure; the lanes were nobody's budget.
In 1980 Akhtar Hameed Khan, already famous for the Comilla cooperative academy, started the Orangi Pilot Project as a research and training institute with almost no funds, on one rule: OPP would never finance or build for residents — it offered only mapping, standards, advice and social organization. Architect Arif Hasan analyzed Karachi Development Authority tender documents to locate what made sewers expensive, and OPP's field organizers were working-class locals — a tailoring contractor, a rickshaw driver, a plumber. When engineers proposed a septic tank costing 2,400 rupees, Khan asked for one costing 240, forcing the design backwards from affordability.
what everyone would do
Lobby for a government sewerage scheme, or run a donor-funded NGO construction project lane by lane. The state budget never reaches squatter settlements at priority; donor projects stop when funding stops, and neither builds a maintenance owner — the lane has no stake in a pipe it was given.
what they saw
Plans failed on price, not need. Split the system: residents build lane pipes to standards designed backwards from what they can pay; the state builds only trunks. Affordability became an engineering spec, not a plea.
the move
OPP split sanitation into 'internal' and 'external' components. The internal part — lane sewers, household connections, one-chamber septic tanks built to simplified shallow standards — was surveyed, financed, dug, built and owned by lane residents themselves, who elected a lane manager and bought pipe and brick at market prices. The external part — trunk sewers, secondary drains, treatment — remained the government's job. OPP contributed standards, training and organizers who moved lane by lane, and its Research and Training Institute later trained municipal engineers and helped replicate the model in other cities.
why it works
Cost collapse came from engineering, not charity: tender analysis showed the price lived in deep excavations, dense manholes and conservative gradients, so simplified shallow designs cut the bill roughly tenfold — the 240-rupee tank had to be invented, not negotiated. Self-finance removes the contractor and the interest; self-management creates the maintenance owner, because a lane that elected its manager maintains what it built. And the state's role shrinks to the one part only it can do — right-of-way and trunk lines — which makes its promise credible at a scale it can actually fund.

where it breaks
It needs a state that eventually builds the trunks: where it never does, lane sewers drain into open nullahs and the pollution simply moves downstream. It fails where lanes cannot reach consensus or elect a manager — transient or socially fragmented settlements invest in nothing fixed. Tenure insecurity suppresses willingness to invest in immovable assets; and professional engineering institutions can refuse to certify sub-code designs, as Karachi's utility long disputed OPP's standards.
what came after
The 'component-sharing' division — users build and own the internal network, the state builds only the external — entered Pakistan's national sanitation vocabulary and was carried into hundreds of towns and settlements by OPP-trained engineers, NGOs and councillors; it won the World Habitat Award in 2001 and influenced community-led sanitation doctrine worldwide, with study visits from Nepal, Vietnam and South Africa.
