GM's worst factory adopted Toyota's culture with no fight: its own laid-off wanted it most

General Motors' Fremont, California assembly plant had, by the time GM shut it down in 1982, developed one of the worst reputations in the entire GM system for absenteeism, wildcat strikes, drug and alcohol problems on the line, and adversarial relations between management and the United Auto Workers local — the kind of plant culture that made every argument that American factory workers simply couldn't adapt to Japanese-style lean manufacturing and teamwork. Toyota, wanting to build cars in the US without exposing itself to import quotas, needed to prove the opposite: that its production system could work with an American, unionized workforce, not just hand-picked non-union labor in a greenfield plant.
The standard way to test that claim would be to build a new plant from scratch in a right-to-work state with a fresh, non-union workforce screened for compatibility with Toyota's methods — avoiding the exact demographic that had built Fremont's reputation. That approach would have proven nothing about whether Toyota's system could work with the entrenched, adversarial unionized workforce automakers actually had to deal with across the rest of the American industry.

Toyota and GM instead formed NUMMI in 1984 inside the same Fremont building, with an agreement to rehire the plant's own laid-off UAW workers — roughly 85 percent of NUMMI's initial workforce came from the shuttered GM Fremont plant. Those workers, who had lived through the plant's closure and their own unemployment, arrived wanting the Toyota Production System to succeed far more urgently than any freshly hired workforce would have, embracing kaizen, team-based work and strict quality standards that the same individuals, under GM management three years earlier, had been notorious for resisting.
why it works
A worker hired fresh into a new plant has no comparison point for how bad the old system was, so demands for strict quality standards and team-based work can feel like arbitrary new constraints. Fremont's rehired workers had the opposite reference point — the plant's own recent closure — making the new system's demands feel like the alternative to unemployment rather than an imposition, which converted the workforce most associated with resistance into the workforce most invested in the experiment succeeding.

NUMMI ran 25 years with one two-hour strike, ranked among North America's top plants for quality, and hit 400,000 vehicles a year at peak.
where it breaks
The approach depends on workers experiencing the prior failure as their own loss, not as management's fault alone — if a laid-off workforce blames ownership entirely and feels no ownership over what went wrong, rehiring them risks reimporting the same adversarial dynamic rather than defusing it. It also requires genuine investment in retraining (NUMMI supervisors were trained in Japan) and a visibly different management approach; simply rehiring the same people under the same management style would just recreate the original culture.
