Cuba let the loss of chemical farming inputs become the standard, not the emergency

When the USSR collapsed in 1991, Cuba lost the trading partner that had supplied 85% of its imports and bought 80% of its exports, including the fuel, fertilizer and pesticide that Cuban industrial agriculture depended on. Foreign trade fell 75%, domestic farm output fell by half, and in what Cubans call the Special Period, the average citizen lost a third of their daily calorie intake and around thirty pounds of body weight within a few years. There was no prospect of quickly replacing those chemical inputs from another supplier.

Rather than trying to rebuild the same input-dependent farming system with substitute suppliers, city residents began converting vacant lots, rooftops and balconies into small, intensively worked raised-bed plots, growing food without synthetic fertilizer or pesticide simply because none were available. In 1996, the government formalized this spontaneous response into the Organopónico program, granting long-term land leases and, unusually for a command economy, letting farmers keep and sell surplus produce directly for extra income.

why it works

Small urban plots worked without synthetic inputs because their yield per square foot comes from labor-intensive, tightly managed beds rather than the chemical-driven scale that industrial farms rely on, so removing the inputs removed a cost, not a capability. Formalizing the model with land leases and the right to sell surplus also gave individual growers a direct incentive to intensify production themselves, spreading the response without requiring centralized investment the country didn't have.

Havana converted roughly 135 square miles into farmland, and by the early 2000s grew over half its own fruit and vegetables within the city.

where it breaks

The approach depends on abundant urban labor willing to work small plots intensively, a farming style that doesn't scale to feeding a population from industrial-sized fields, and it can't fully replace the calorie-dense staple crops, grains in particular, that industrial agriculture is suited to producing. Without permissive land tenure and a right to sell surplus, the response also stays informal and marginal rather than reaching the scale Cuba achieved.
