Carl Zeiss's precision lens design and grinding know-how was concentrated almost entirely in Jena, Thuringia — a city the wartime Allied agreements had already assigned to the Soviet occupation zone, regardless of which army physically reached it first. The US Army took Jena in April 1945 but was contractually required to hand the city to Soviet control that July.
Documenting or patenting Zeiss's manufacturing know-how could not solve the problem on that timeline: optical design and lens-grinding tolerance judgment lived in specific engineers' trained hands and eyes, built up over careers, not in anything that could be photocopied or filed before the handover deadline.

The standard response to losing a facility is to preserve what can be preserved on paper — patents, blueprints, design files — and rebuild capability later by training a new generation from what documentation survives.
what they saw
The Americans understood Zeiss's real asset wasn't its factory or files — micron-precision lens skill was tacit, carried by specific engineers after decades of practice. You cannot photocopy that. You can only move it.
the move
In the weeks before the handover, US technical-intelligence teams identified and evacuated roughly 120–130 of Zeiss's top scientists, engineers and managers, along with their families, out of Jena into the American zone, resettling them in the small town of Oberkochen. Rather than trying to extract or copy Zeiss's optical know-how, the US moved the specific people who possessed it.
why it works
Blueprints and patents describe a finished lens design's specifications, not the accumulated judgment calls — which grinding pass to trust, which tolerance actually matters — that let an engineer hit those specs reliably. That judgment lives only in trained people. Moving the specific engineers rather than trying to extract their knowledge on paper transferred the company's actual manufacturing capability intact and immediately operational, while the equipment and patents left behind in Jena could not by themselves reconstitute what Oberkochen could do from day one.
the payoff
Oberkochen restarted within months and led Western optics; Soviet-run Jena stayed cut off from Western markets for 45 years.
where it breaks
It requires the people to be willing, or coercible, to move, a destination able to absorb and re-employ a whole team quickly, and a group small enough that the operation stays fast and covert. It also permanently damages the side left behind: Jena kept the name and the factory but not the minds that had made its optics world-class, and needed nearly half a century under different ownership to recover parity.
what came after
The split produced two rival companies bearing the same name and lineage until German reunification in 1990, when Zeiss Oberkochen absorbed Jena's operations — the West German descendant taking over the East German original it had once been evacuated from.
