Bangladesh built its cyclone warning system from paired local volunteers, not more radios

In November 1970, Cyclone Bhola made landfall on Bangladesh's low-lying delta coast with almost no effective warning reaching the villages that took the worst of the storm surge. Radios were scarce, literacy was low, and even where a warning did arrive, it often came from unfamiliar outside officials whose instructions many communities didn't trust enough to act on — contributing to a death toll estimated at several hundred thousand people, still the deadliest tropical cyclone ever recorded.
The instinctive fix — install more transmitters, distribute more radios, broadcast louder and further — treated the failure as a signal-reach problem. But the deeper bottleneck was the last mile into each household: someone had to physically reach every family, convince skeptical people the danger was real enough to abandon their home and livestock, and in many communities a warning from a male outside official wasn't something a woman managing children alone at home would act on without further persuasion.
what everyone would do
The natural response to a warning system that failed was to make the broadcast itself stronger: build more transmitter towers, get more radios into coastal households, run louder and more frequent alerts — all of which assumed the problem was that the signal wasn't reaching people, when the real failure was that people who did hear a warning from an unfamiliar outside voice often didn't believe or act on it.

A warning's value depends on trust in the messenger, which the 1970 disaster showed was missing. Recruiting messengers from inside each village, paired by gender, solved a trust gap no transmitter could.
the move
The Cyclone Preparedness Programme, launched in 1972 by the Bangladesh Red Cross Society with the League of Red Cross Societies and continued by the government from 1973, recruited and trained volunteers directly from the coastal villages they would serve — roughly 20,000 at launch, organized into local units pairing ten women and ten men each. Because every warning was delivered door-to-door by a known neighbor rather than an outside official, and because the female volunteers could reach women and secure evacuation compliance in households a male-only messenger couldn't, the programme relayed alerts from the national meteorological office down through megaphones, hand sirens and flag signals all the way to individual homes.
why it works
A warning delivered by a known neighbor carries social proof no broadcast signal can replicate: the volunteer's own presence in the community, their willingness to go door-to-door in the storm's approach, and their familiarity signal the danger is real in a way an anonymous radio voice cannot. Pairing volunteers by gender closes a specific access gap — a message a male-only volunteer corps might not get past a household's female members reliably reaches them through a female volunteer — so the network's structure, not just its size, is what makes near-total household coverage possible.

Storm deaths fell from several hundred thousand in 1970 to under a thousand decades later, even as the coastal population grew.
where it breaks
The model depends on sustained local recruitment and training across thousands of villages, which requires long-term institutional commitment and funding that many disaster-prone regions lack the administrative continuity to maintain for decades. It also assumes stable communities where volunteers remain known and trusted neighbors over time; in areas with high population turnover, displacement, or where local social trust has broken down, the same volunteer network structure may not carry the credibility the model depends on.
what came after
The Cyclone Preparedness Programme has grown to roughly 76,000 volunteers across thousands of coastal units, is cited by the United Nations as a model community-based early-warning system, and Bangladesh's cyclone mortality reduction is now taught internationally as one of the starkest disaster-preparedness turnarounds on record.
