The Northeast's NOx budget auction cut summer ozone by trading one cap

Stratospheric ozone is formed downwind, so NOx emitted in one state becomes ozone over a neighbour; a state cannot clean its own air unaided. The Ozone Transport Commission (OTC), a regional body of Northeast and Mid-Atlantic states, decided to attack the problem jointly.

EPA assisted the OTC states in implementing the OTC NOx Budget Program, an allowance-trading program designed to cut summertime NOx from electric utilities and large industrial boilers. It capped summertime NOx at 219,000 tons in 1999 and 143,000 tons in 2003, under half the 490,000-ton 1990 baseline.

States adopted regulations and allocated NOx allowances to identified sources; EPA approved the state rules and tracked allowances and emissions. The cap-and-trade architecture let abatement happen where it was cheapest — at whichever plant in the region could cut most per dollar.

后来呢

The OTC NOx Budget Program ran from 1999 to 2002 and was superseded by the NOx Budget Trading Program under the EPA's NOx State Implementation Plan (SIP) Call, which extended the same regional cap-and-trade design to more states and sources. The result validated regional, market-based control of a transported pollutant.
