Brearley added chromium so the steel made its own shield
Harry Brearley found that enough chromium makes steel grow a self-healing oxide layer that stops it rusting.

In 1913 Sheffield metallurgist Harry Brearley was trying to improve the steel used in gun barrels, which eroded and corroded under heat and pressure. He experimented with steel alloys containing different amounts of chromium, testing barrel after barrel as he tried to find something that would hold up.
After months of work, every barrel he had made had corroded — except the one containing about 14% chromium, which had not. What he had found was stainless steel. The chromium had combined with oxygen to produce a thin, hard oxide layer on the surface that stopped oxygen from reaching the iron beneath, so the steel stopped rusting.
This is the reason stainless steel is strong and corrosion-resistant not because it is painted or coated, but because the protection is part of the metal itself. The chromium oxide layer is self-healing, so even if the surface is scratched, it re-forms. Chromium's more negative electric potential relative to iron is what drives it to act as this passive layer.
The discovery was accidental and the alloy was not what Brearley set out to find, but it solved a problem far beyond gun barrels. Stainless steel went on to be used in kitchen sinks, cutlery, surgical instruments, industrial equipment and building construction, and the most common grade, 18:8, is 18% chromium and 8% nickel.

Brearley made stainless steel in 1913 and it spread quickly once its corrosion resistance was understood. The most common grade, 18:8, is 18% chromium and 8% nickel, found in sinks, cutlery and medical instruments; more corrosion-resistant grades add molybdenum for building construction. It was adopted not because it was harder or stronger, but because the self-healing oxide layer let it survive where ordinary steel could not. The priority of discovery is debated, but Brearley's name attached to the practical breakthrough.
