Brazil rebuilt power procurement on hybrid auctions after a rationing crisis
After 2001–02 rationing, Brazil made distributors buy through centralized auctions; 31 auctions (2004–2010) contracted about 57,000 MW of new capacity.

Brazil's 2001–2002 electricity rationing exposed a broken expansion model. The government elected in 2003 rebuilt the framework: distribution companies had to procure energy for captive consumers through public auctions in a regulated contracting environment.
The standard design combined a descending clock auction with a final sealed pay-as-bid round; because total supply remained above demand by a factor unknown to bidders, the second phase pushed prices further down. The first such auction ran on 30 November 2004 and contracted more than 17,000 average MW.
Between 2004 and 2010 Brazil ran 31 auctions for existing and new energy, contracting roughly 57,000 MW of new capacity for delivery from 2008 to 2015 with 15–30 year contracts. The World Bank's 2011 study credits Brazil as the regional leader in moving from bilateral contracting to sophisticated multi-buyer, multi-seller procurement.
