By the late 1990s Bogota gridlocked daily under thousands of competing private minibuses, and the canonical fix — a underground metro — carried a price per kilometre (on the order of hundreds of millions of dollars in later Colombian estimates) that stalled every government that proposed it. The city instead applied a different question: what carries a metro's passengers, if not a metro?

TransMilenio, opening in December 2000, delivered metro-style service with bus technology: dedicated busways through the city's trunk avenues, enclosed pre-paid stations with level boarding, express and local services on the same lanes, large articulated buses, and feeder routes knitting in the neighborhoods — a system whose Phase I infrastructure cost on the order of $5.9 million per kilometre.

Because capital costs are an order of magnitude below rail, the benefit-cost math clears with travel-time savings alone — the ex-post evaluation's finding — before counting safety and air quality gains.

Surface priority consumes road space cars used, generating driver backlash, and the model presumes a strong public agency able to discipline private operators — where that failed, BRT degenerated into painted lanes. Articulated-bus capacity still ceilings below heavy rail for megacorridors.

TransMilenio became the global reference for bus rapid transit, exported to dozens of cities, and its ex-post evaluation remains the standard evidence that surface systems can substitute for rail at order-of-magnitude lower capital cost.
