背景
Britain's war chest could not simply be loaded onto a ship and sailed to Wellington's army in the Iberian Peninsula. French privateers and blockades made bulk bullion transport dangerous, and even a successful shipment announced Britain's payroll needs to every currency trader and enemy spy watching the route. Buying large quantities of gold in London to send abroad would itself spike the price and tip off exactly what Britain was doing and when, undermining the secrecy the operation needed.
The government's commissary agents could raise cash in London, but converting it into coin the army could actually spend in Spain and France, without moving it as one conspicuous, seizable convoy, was a logistics problem no single institution operating from one city could solve.
