In mid-19th-century America, law enforcement stopped at the county or state line. Sheriffs and constables were local, poorly equipped, and had no authority or capacity to chase a gang that fled into the next state or territory — and there was no federal police force (the FBI was 70 years away). Railroads and express companies, whose trains and shipments crossed those very lines, were being robbed with near impunity because the criminals could simply outrun jurisdiction. The gap wasn't a lack of laws; it was that no public body could operate across the boundaries crime moved through.

Allan Pinkerton, a Scottish immigrant, founded his detective agency in Chicago in 1850 to fill exactly that gap — a private organization whose reach was defined by its clients' needs, not by a jurisdiction's borders.
