背景
Penicillin's antibacterial properties had been identified years earlier, but by 1941 production remained a slow, small-batch laboratory process incapable of generating anywhere near the volume a wartime military casualty rate would require, and each pharmaceutical company working on the problem was doing so independently, under the normal competitive secrecy that governed proprietary fermentation and purification methods.
On October 8, 1941, Alfred N. Richards convened the first coordinated penicillin production meeting, bringing together research directors from major pharmaceutical manufacturers including Merck and Pfizer. Following the establishment of the War Production Board in January 1942, the US government formalized this coordination, organizing what had been separate, secretive competitive research programs into a jointly planned production effort.

This coordinated scale-up achieved a production trajectory none of the individual companies could plausibly have reached operating independently and secretly, since each firm's competitive incentive to withhold its best techniques from rivals would have slowed the collective rate of improvement any single company could achieve on its own. The result was enough penicillin available to treat Allied forces by the time of the D-Day landings in June 1944, a timeline the American Chemical Society, which designated the achievement a National Historic Chemical Landmark, and subsequent case studies in scientific coordination credit directly to the decision to override ordinary competitive secrecy under centralized wartime planning.

The coordination worked because it removed the structural disincentive that normally slows collective progress in a competitive field: no single company had an incentive to freely share its best techniques with rivals, since doing so would erode its own competitive position, but a neutral coordinating authority with the power to require disclosure could capture the sum of all participants' best available knowledge simultaneously. This mechanism depends on having a coordinating authority with sufficient power and legitimacy to actually compel disclosure from otherwise unwilling competitors, a wartime government able to invoke national emergency powers is an unusually strong version of that authority most peacetime industries lack access to. It also requires participants to trust that the shared urgency genuinely justifies giving up competitive advantage, since coordination that asks companies to surrender proprietary knowledge without a comparably urgent, broadly shared goal is far more likely to be resisted or evaded.
