背景
Through the early 19th century, British government departments hired staff largely on the recommendation of ministers, aristocrats, and existing officials, filling desks with the well-connected rather than the capable. Each department ran its own hiring in isolation, with no shared standard and no way to move a competent clerk from one office to another. The mounting administrative failures of the Crimean War made the cost of this system visible and politically impossible to ignore.
Firing underperforming officials or adding more oversight from above would not fix a system where the underlying selection mechanism kept refilling the same posts with more of the same connected but unqualified candidates. Northcote and Trevelyan needed to change who got hired in the first place, not just monitor them once hired.

Appealing to ministers to exercise better judgment when handing out posts was the obvious lever available, and it left the underlying incentive untouched — a patron who owed favors still had every reason to keep granting them.

The mechanism works by removing the decision from the very people who benefit from making it badly: once hiring runs through a standardized, independently graded exam, no minister can grant a favor through the front door anymore, because the exam produces the same ranked list regardless of who is asking. That also makes merit portable — a candidate who qualifies for one department is provably qualified for another, enabling the unified, transferable civil service the report also called for.

It only works when the thing being tested actually predicts job performance — exams that reward memorization or classical education over practical competence just replace one arbitrary filter with another, which is why the report's critics for decades argued the early exams still favored the same privileged, university-educated candidates patronage had always favored.

The report is regarded as the founding document of the modern British Civil Service, and its exam-based, merit-selected model was copied by the United States in the 1883 Pendleton Act and by civil services across the former British Empire.
