La Paz let its unbuildable canyon terrain become the transit system instead of fighting it

背景
La Paz sits at nearly 12,000 feet on the wall of a steep Andean canyon, with the satellite city of El Alto perched another 1,700 feet up on the plateau above. As El Alto's population exploded through the 1990s and 2000s, the only connections down into La Paz were switchback roads clinging to the canyon walls, already congested and essentially impossible to widen without enormous excavation. For residents, the 7-mile trip between the two cities could take an hour each way in traffic, even though the straight-line distance was short.
Rather than pouring money into more road capacity or an underground metro that would have required tunneling through solid rock at extreme altitude, Bolivia's government partnered with Austrian firm Doppelmayr to string aerial cable cars directly across the canyon. Ski-resort technology, built specifically to move people efficiently over exactly the kind of terrain no road or rail line handles well, was aimed at ordinary urban commuters instead of tourists. Mi Teleférico opened in 2014 with three color-coded lines and expanded to ten within a few years.

The conventional response to congested mountain roads is to build more of them, wider highways, more switchbacks, or an expensive tunneled metro, treating the terrain as a fixed cost to be engineered through rather than a feature any available technology might already be built to exploit.

Straight-line aerial routes also beat switchback roads on travel time by a wide margin, so the terrain that slowed buses to a crawl barely slowed the gondolas at all.

Cable cars have hard capacity ceilings compared to subways or buses, so the approach struggles once ridership outgrows what a given number of cabins per hour can carry, and a single line failure can strand an entire route with no easy rerouting. The economics only work where the terrain genuinely defeats ground transport and population density along the route is high enough to justify the fixed infrastructure and stations.
