背景
Marlow Industries of Dallas made thermoelectric coolers — small solid-state devices for precision temperature control in defense, telecom and medical gear — with roughly 160 employees, against competitors backed by Japanese electronics groups. In a component business, a small supplier survives on being demonstrably more reliable than anyone else, because a single bad batch can cost the customer far more than the part; scale advantages belong to the big players, but consistency is scale-free.
From 1987 Marlow rebuilt itself around total quality with the resources of a small company: no quality bureaucracy, but structures that made every one of the 160 people the quality department — cross-trained 'minifactory' teams of about 15 organized by market segment, weekly TQM council sessions with employee representatives, and monthly all-hands performance reviews.

Marlow won the 1991 Baldrige small-business award.

The pledge works because it's voluntary and universal: signing is a public personal act, not a policy imposed, and when the CEO holds the identical commitment as a temporary worker the standard has no altitude to hide at. Minifactories close the loop structurally — 15 cross-trained people owning a market segment see their own defects come back — and the weekly council plus monthly all-hands keep performance a shared fact rather than a management secret. Consistency compounds into the only moat a small component maker can hold: being the supplier nobody ever regrets.

It fails at scale — a 5,000-person pledge is a poster, not a commitment; the mechanism depends on everyone knowing everyone's signature is real. It fails when leadership breaks the standard visibly once (the pledge dies retroactively), and it can't substitute for process engineering in genuinely complex products — the pledge sets the will, minifactories and TQM discipline still have to supply the way.

Proof that TQM scales DOWN — the pledge-and-minifactory pattern entered small-manufacturer quality practice, and Marlow remained the thermoelectric reference supplier for decades.
