In 1946 William Russell Kelly opened Russell Kelly Office Service in Detroit with ten thousand dollars, offering businesses inventory, calculating, and typing help; when clients began asking whether Kelly's own workers could simply come and do the job at their own offices, he started sending people out on short paid assignments instead.
A traditional hire committed an employer to someone based only on an interview and a resume, with the actual quality of their work invisible until after the hiring decision was already made and hard to reverse.
