By 1696 England's hammered silver coinage was in collapse: irregular, hand-struck coins had no consistent edge, so clippers could shave slivers of silver from the rim, pocket the shavings, and pass the lightened coin at full face value with no visible sign of tampering. The volume of full-weight silver in circulation had fallen from about £2.5 million in December 1693 to roughly £1 million by mid-1695, and as much as a fifth of circulating coin was reckoned outright counterfeit. Parliament's response — hanging clippers when caught — punished the crime after the fact but did nothing to make the next clipping detectable.

Isaac Newton took the post of Warden of the Mint in 1696, just as Parliament ordered a total recoinage of England's silver. Rather than simply strike more of the same vulnerable hammered coin faster, Newton pushed the Mint to adopt mechanical screw presses and dies developed by the Frenchman Pierre Blondeau, which could stamp a perfectly round coin with a continuous milled or lettered pattern running around its edge — something no hand tool could reproduce.

England's first response was harsher punishment — clippers caught in the act were hanged — plus urging citizens and merchants to weigh suspect coin. Both required someone to catch the crime happening or to own a scale precise enough to detect a shaving too small to see, and neither changed the fact that a shaved hammered coin looked, to the naked eye, identical to a full one.
