A garment factory's line managers beat its own IT system by trading workers on a handshake
问题
Worker absences hit production lines unpredictably and a line short-staffed for even half a shift missed its quota
背景
The factory ran about 20 sewing lines of roughly 60 workers each on tight daily output targets. Absenteeism averaged 11 percent a day company-wide, but it landed unevenly: any single line had a 20-percent-or-worse absence morning roughly once every 11 days, and workers' home-village festival calendars meant the timing was effectively unpredictable from a planner's chair. A line that opened the morning six or eight workers short simply could not hit its quota that day, and there was no slack built into staffing to absorb it.
The factory's leadership treated this as an information and allocation problem: find out which lines are short today and move spare workers to cover them. That is a scheduling exercise, and the obvious way to run one at scale is a centralized system that takes the morning's attendance data and computes where to send whom.

Build a central system: collect the morning's attendance, compute the optimal reassignment, dispatch workers where they're needed. It's the standard operations-research answer to a resource-allocation problem, and the factory's own CEO reached for it first by hiring a consultant to build one.

The bottleneck wasn't information, it was latency: a shortage lasting a morning needs a fix inside minutes, and any system that has to ingest data and compute a plan is already too slow by the time it answers. Line managers had solved the actual problem -- fast, local reallocation -- without ever framing it as an allocation problem at all; they had just made a standing deal to help each other out.

The CEO hired a consultant to build exactly that: a centralized system that would ingest each morning's attendance and output an optimal worker-reassignment plan. It failed in practice because running the numbers took most of a half-day shift, by which point the shortage it was solving for was already over. Meanwhile, line managers had already been handling the same problem themselves, informally: each morning a manager short on workers would ask a small set of neighboring managers to lend one, on the understood terms that the favor would be returned the next time the borrower had spare hands.

A reciprocal favor -- lend a worker today, get one back tomorrow -- needs no data pipeline because the manager asking for help already knows, by walking the floor, exactly who is short and by how much; the informal network compresses the sense-and-respond loop from half a shift to minutes. It works because trust between a small number of repeat partners substitutes for the contract or oversight a centralized system would otherwise need to prevent free-riding, and because each transfer is small enough that the lending manager can absorb the short-term cost, knowing the debt gets repaid on a day the shortage runs the other way.
值了多少
Researchers tracking actual worker transfers found the informal peer-lending network handled shocks the centralized system couldn't reach in time, but that managers used it narrowly, trading mainly with a handful of established partners rather than the wider set of colleagues who could plausibly help. Simulating what would happen if managers formed more such reciprocal relationships (up to a modeled optimum of seven or eight partners each) implied a further 1.3 percent productivity gain company-wide from absence shocks alone -- a modest-sounding number that, compounded across every line every day, is the gap between the informal fix as it existed and the informal fix at full strength.
什么时候会失灵
It only reaches as far as the manager's personal relationships extend -- the study found most managers traded with just a handful of established partners, leaving a large share of possible worker transfers unrealized -- so the fix caps out well below its potential unless someone deliberately widens the network. It also depends on repeated interaction and reputational memory: a workforce with high manager turnover, physically separated shifts, or too many lines for a person to know personally by name will not sustain the reciprocity that makes the arrangement self-enforcing.

Published as "Absenteeism, Productivity, and Relational Contracts Inside the Firm" in the Journal of the European Economic Association (2024), the study is one of a small but growing body of personnel-economics research documenting that frontline workarounds inside firms are themselves a form of infrastructure worth measuring and expanding, rather than a symptom to be replaced by formal systems.
