The EU put an A-to-G grade on every fridge, and rescaled it when everyone hit A
问题
Appliance running costs were invisible at purchase, so buyers chose on price and features, not efficiency
背景
A refrigerator runs continuously for a decade or more, and its electricity draw over that lifetime routinely costs more than its purchase price — but none of that showed up on a price tag next to features like capacity or ice-makers that a shopper could see and compare in the store. Manufacturers had little incentive to compete on efficiency when buyers had no easy way to compare it, so the market rewarded upfront price and visible features while the far larger lifetime running cost stayed effectively invisible at the point of sale.
The EU could have simply legislated minimum efficiency standards and raised them periodically, the tool most regulators default to — and it did run efficiency standards in parallel. But a minimum only removes the worst performers; it does nothing to help a buyer standing between two compliant models figure out which one will cost less to run, or to reward a manufacturer for building meaningfully better than the floor.

The regulator's default tool was already in use alongside the label: set and periodically raise a minimum energy efficiency standard every appliance had to meet before it could be sold, which removed the worst performers from the market but left buyers unable to tell which of the many compliant models actually cost less to run.

Starting in 1994 with refrigerators and freezers, the EU required every unit sold to carry a color-coded label grading its energy efficiency from A (best) to G (worst), calculated against a fixed efficiency benchmark and displayed prominently next to the price — turning a number that used to live only in a spec sheet into the same kind of at-a-glance comparison shoppers already used for price.

Buyers already compare products on visible attributes at the point of sale — price, capacity, brand — so putting efficiency in that same visual format, right on the product, let it compete for attention the way a spec buried in a manual never could. Manufacturers then optimized toward the metric that was now publicly graded and comparably displayed, which is precisely why average consumption fell so far: the label didn't just inform a purchase decision, it became a target engineers designed against.

什么时候会失灵
A grading scale eventually saturates: once most products cluster at the top grade, the label stops discriminating between genuinely different options and buyers lose the ability to compare — which is exactly the plus-tier inflation (A+, A++, A+++) the EU had to fix by rescaling in 2021. Any letter-grade or star-grade system needs a maintenance plan for recalibrating the bar as the whole market improves, or the grade stops meaning anything.
后来呢
The label expanded to washing machines, dishwashers, TVs, cars and more, and became so effective at pushing efficiency that manufacturers pushed most products into the top grade, forcing the EU to add A+, A++ and A+++ tiers and then, in 2021, reset the whole scale back to A-G with tougher benchmarks so the grade would mean something again.
