Try to grow the population through immigration incentives or pro-natal policy, or focus purely on making the small domestic economy more efficient. Both work on the constrained resource directly — population growth is slow and politically difficult, and efficiency gains inside a market of 1.3 million still cap out at 1.3 million people's worth of economic activity.

Because Estonia's public infrastructure was already digital-first, extending it to non-residents cost little at the margin while opening an unlimited addressable market — every entrepreneur on earth became a potential customer of Estonian statehood, instead of only the 1.3 million people born or living there. Each e-resident who incorporates pays Estonian fees and taxes and often uses Estonian banking and service providers, so the program monetizes governmental infrastructure that would otherwise sit idle outside business hours. It also compounds Estonia's soft power and reputation as 'the digital nation', attracting more of the entrepreneurs and investment a small country could never win by population alone.

什么时候会失灵

The model depends entirely on having genuinely world-class digital infrastructure already built — a country without Estonia's X-Road/digital-ID base couldn't credibly offer this, and building it from scratch just to sell residency inverts the economics. It also invites misuse for shell companies and money laundering unless KYC and enforcement stay rigorous (a real ongoing risk for such programs), and 'a company, not a country' can only be sold where legal/tax frameworks (EU membership, in Estonia's case) make the resulting entity genuinely valuable to the buyer.
