背景
In 1942 the US Army's atomic bomb program faced a raw-material problem more basic than any physics question: almost no high-grade uranium ore was known to exist inside American control, and prospecting or negotiating new mining rights from a standing start would take years the war didn't allow. Uranium from the Belgian Congo's Shinkolobwe mine was far richer than any other known deposit, but Belgium itself had fallen to Nazi occupation in 1940, and its Congo mining assets were now controlled from exile, making a US approach to acquire that ore politically and logistically uncertain.
When Colonel Kenneth Nichols was ordered by General Leslie Groves to secure uranium supplies, the standard path was slow: identify a deposit, negotiate mining and export rights with a government, arrange shipping through a war zone, and wait. None of that matched the timeline the Manhattan Project was operating on.

Nichols located Edgar Sengier, the Belgian director of Union Minière du Haut Katanga, who two years earlier — fearing Nazi seizure of the mine after Belgium's fall — had already ordered roughly 1,200 tons of high-grade Congolese uranium ore secretly shipped to a warehouse on Staten Island, New York, with no American buyer yet lined up. When Nichols met him in September 1942, Sengier simply told him the ore was already in New York and available immediately, and the two negotiated a contract that also secured a further 3,000 tons still at the Shinkolobwe mine.

Sengier's 1940 decision to ship the ore to Staten Island wasn't made in anticipation of the Manhattan Project — the project didn't exist yet — it was made purely to keep the Congo's richest asset out of Nazi hands if Germany invaded further. That defensive motive happened to produce exactly the outcome the US Army needed two years later: a large, already-imported, already-accessible stockpile with no new mining, shipping route, or occupied-territory negotiation required. Because the ore was already on US soil, the entire multi-year sourcing problem collapsed into a single contract negotiation.

This only works when a pre-positioned stockpile happens to exist and its holder is willing to sell to the party that needs it — most scarce materials have no analogous defensive hoarder, and even when one exists, government seizure risk, export controls, or a hoarder unwilling to part with the asset can all block the deal regardless of how conveniently located the stockpile is. It also depended on secrecy holding on both sides; had German intelligence located the Staten Island warehouse, the entire advantage would have evaporated.

Sengier became the first non-American civilian awarded the US Medal for Merit, in 1946, and the Manhattan Project's own postwar histories credit his 1940 pre-positioning of the ore as removing what would otherwise have been the program's single hardest supply-chain problem.
