From 1994 Coral Springs, an affluent planned suburb in Broward County, rebuilt its city government on the Baldrige performance framework. By the early 2000s it had the familiar failure mode of any outcome-driven organization: it over-relied on customer satisfaction surveys, which told it residents were happy but not which of the city's many services was really driving the result, and its budget process was still a fight in which every department pleaded its case with whichever statistics favored it.

A city council cannot verify seventy departments at once. The traditional answer is to make department heads 'argue' for money in open budget hearings, which rewards the best presenter and the biggest lobby more than the best outcome, and to claim success by cherry-picking happy metrics.
