Bhutan, a Himalayan nation of fewer than 800,000 people, decided to give every citizen a national digital identity built on blockchain. Druk Holding and Investments, the commercial and investment arm of the government that developed the system, describes it as a self-sovereign identity - controlled only by the citizen, no other entity, similar to how cryptocurrencies work. 'National digital ID is the platform on which digitization and online services of banks to hospitals to taxation to universities, everything can come online with 100% assurance,' CEO Ujjwal Deep Dahal told Rest of World.

The design choice is the mechanism: each person's verified credentials live only in their own phone wallet. 'Nobody has access to it thereon but me, not even the government,' Dahal said. Onboarding takes about five seconds - download an app, share details, a selfie and the national ID card, and a backend AI algorithm issues the verified credential, with no registration booth. The country's seven-year-old crown prince, Jigme Namgyel Wangchuck, was the first enrolled, and the rest of the population was expected to follow within the year.

During Parliament's discussion of the digital ID bill, lawmakers received 55 recommendations, with privacy the major concern. Dahal's answer is the architecture itself: 'It's up to me if I don't want service from the bank, I won't share my credentials. If I do share it, it's with my consent.' If a phone is lost, the ID can be recovered from a cloud backup, but only the individual holds the right to recover it - not the government or any other entity.

Parliamentarians filed 55 recommendations on the national ID bill, privacy chief among them - the objection that stalls most state identity programs.

National digital ID projects usually stall on trust. Flip the custody - the citizen, not the state, holds the keys - and the surveillance objection disappears by design.

Enrollment began in 2023 with the crown prince as citizen number one, and Druk Holding and Investments expected the whole population onboarded within the year, with each onboarding taking about five seconds. Rest of World reported the rollout in September 2023 as the world's first self-sovereign national digital ID. The ID is positioned as the base layer for banks, hospitals, taxation and universities coming online; DHI, which also built the Bhutanverse metaverse, runs it as a parallel national digitization project.
