Through the 1990s, fleece outerwear was effectively the exclusive property of specialist outdoor brands, priced as technical gear — commonly ¥10,000 or more — for a customer buying performance apparel, not a basic wardrobe item. Japan was deep in its post-bubble deflationary decade, and ordinary consumers were pulling back on discretionary clothing spending, but nobody in the outdoor category had reason to challenge the premium positioning that justified fleece's high price.
Uniqlo's executive vice president Tadashi Sawada proposed a focus strategy: rather than spread marketing evenly across a broad assortment, concentrate the company's confidence and its store space on the single product it believed in most. When Uniqlo opened its Harajuku store in Shibuya, Tokyo, in November 1998 — its first location in central Tokyo — it committed to that bet by turning the entire ground floor into a fleece display.

The 1998 fleece launch is widely credited as the moment Uniqlo transformed from a regional discount chain into a national apparel phenomenon in Japan, and it became a foundational case study in Fast Retailing's SPA (specialty store retailer of private-label apparel) model of controlling design, manufacturing volume, and price all the way through to the shelf.
