Microsoft's cloud grew faster than its planners could manually decide what to ship where, especially as tariffs, carbon targets and a widening catalog of hardware made every fulfillment choice harder. The naive answer is to hire more planners, but at this scale the decisions are millions and deeply interdependent.
Microsoft built the Intelligent Fulfillment Service (IFS), a platform that fuses machine learning, mathematical optimization and generative and agentic AI to automate global shipment planning. It decides fulfillment across the data-center network subject to the constraints that matter.
The optimizer halves the time it takes to cycle a fulfillment decision. Because humans still need to understand and challenge a plan, IFS layers on a large-language-model assistant built from the OptiGuide framework that provides real-time explainability and scenario exploration, cutting fulfillment-team workload by 23% and compressing decisions from days to minutes.
The payoff is both mechanical and financial: shorter cycle times and less manual rework translate into tens to hundreds of millions of dollars in annual savings, while helping the company absorb tariff changes. The project won Microsoft the 2026 Franz Edelman Award for operations research and advanced analytics.
